Cost overrun is the default expectation in this sector. Across all sixty-eight contracts, Rose Engineering handed money back: 66 of 68 closed at or below the notified award price. Contract by contract, not on average.
Thirteen contracts ran to a formally approved extension. Exactly one incurred liquidated damages: BDT 53,895 against BDT 51.30 crore of delivered work, which is 0.01% of the book. That certificate is listed with all the others on the past works page.
Every certificate here was issued by the Civil Aviation Authority of Bangladesh: four E/M divisions plus CEMSU, across nine locations, every single year since 2020. Repeat award from the same procuring offices is the hardest reference a contractor can earn.
The plant list is substation commissioning kit: Megger 1000V and 5kV, relay tester, PT/CT tester, primary and secondary injection sets, earth tester. That is what an 'A' class electrical licence is supposed to mean. Most holders subcontract it.

Constant current regulators, encapsulated isolation transformers, connector kits, primary and secondary cable, lamps, lenses and PCBs, PAPI fittings, inset runway edge lights, and cable relocation by horizontal directional drilling. Delivered across HSIA, Rajshahi, Saidpur, Sylhet and Jashore. Very few contractors hold the whole chain.
At Jashore, faulty underground AGL and power cable was relocated by horizontal directional drilling rather than open trenching: BDT 1,48,34,899 of apron extension works completed without cutting the operational surface. The method is the capability.
Five certificates, BDT 3,92,44,148 of high mast and security lighting. The security lighting system at Cox's Bazar at BDT 1,37,17,109, and 20 metre high mast poles with LED fittings over the Cargo Village parking and apron at Osmani, Sylhet at BDT 1,12,75,372. Mast work is foundation work first and lighting second.
Generator sets and power cable from the old Radar and Hangar sub-station to the New Radar Building at HSIA, BDT 1,90,84,392. Two 500 KVA generator engine sets at Saidpur, BDT 1,24,03,518. LT emergency and normal panels with PFI panel for the Saidpur Power House, BDT 3,84,99,801. Twenty certificates in this line, BDT 21.48 crore.
Two principal contracts on the New CAAB Headquarters Complex: solar, door access control, light fittings and IT points at BDT 2,87,35,239, and the digital conference system at BDT 1,01,11,300. BDT 3,88,46,539 of fit-out on CAAB's own house.

05The company
Rose Engineering Ltd. began as M/S Rose Enterprise in 1991 and was incorporated as a private limited company on 16 March 2022, No. C-179674/2022 under the Companies Act 1994. CAAB approved the conversion by circular dated 24 May 2022 and carried enlistment 101-0008 across unchanged.
The continuity is documented in CAAB's own hand. Certificate 30.31.0000.416.07.002.23.408 names the contractor as Rose Enterprise and records on the same line: "Updated: Rose Engineering Ltd."
Of the 68 certificates in the register, 42 were issued to Rose Engineering Ltd. and 26 to M/S Rose Enterprise. One book, one enlistment, one record.
